CBAM Pulse

Official CBAM default-value comparison

Compare supplier emissions with the official CBAM default.

Choose an official European Commission country worksheet, exact product row, and import year, then enter the supplier-reported total emissions intensity for goods other than electricity. The tool does not determine customs origin or decide which value applies.

Goods other than electricity

This tool reads exact country, product, production-route, and period rows from the Commission workbook. Commission Implementing Regulation (EU) 2025/2621 contains the legally binding values; the workbook is provided for information purposes only. A comparison does not select a source row or turn supplier-reported data into verified actual emissions.

Imported electricity

Current Article 7(3) starts from electricity default values. Actual emissions may be used only where the authorised CBAM declarant demonstrates the criteria in point 5 of Annex IV, and declared actual emissions require an accredited verifier. This tool does not calculate electricity default values or test that evidence route.

Proposal — not law · COM(2025)989

This reflects a legislative proposal (e.g. COM(2025)989) that has not been adopted. Scope, product lists, and dates may change or may not enter into force.

Its proposed electricity-method changes do not alter this tool's calculations or the current-law route described above.

How to use this tool

Use this tool in four steps

  1. Step 1

    Choose a country dataset

Select the official country worksheet you intend to inspect. This choice does not determine customs origin or applicability.

  2. Step 2

    Match the exact source row

Search by CN code, product description, category, or production route, then select the exact published row.

  3. Step 3

    Enter a comparable supplier value

Choose the import year and enter the supplier-reported total embedded-emissions intensity in tCO2e per tonne on a comparable basis.

  4. Step 4

    Review the comparison

Compare the supplier value with the official default. Add annual tonnes only if you want the optional indicative cost view.

How to read this tool

A comparison, not an applicability decision.

The official workbook contains product descriptions, production routes, and marked-up default values. Match the source row carefully and use a supplier value prepared on a comparable total-emissions basis. Confirm classification, scope, and which emissions value applies through your own CBAM process or qualified adviser.

FAQ

Frequently asked questions

What is an official CBAM default value?

An official CBAM default value is a value published by the European Commission for a specific country worksheet, product or production route, and period in the definitive default-values workbook. This tool displays the pinned workbook row; it does not decide whether that row applies to a shipment.

Which country worksheet should I choose?

Choose the worksheet whose country context you intend to inspect. CBAM Pulse does not determine customs origin, country of production, or legal applicability, so confirm those facts from your records and the official rules or with a qualified adviser.

How do I choose the correct product row or production route?

Match every available identifier: CN code, product description, category, production route, and printed source row. Similar products can have different routes or values, so the tool leaves the exact-row choice to you rather than guessing.

What should I enter as the supplier-reported intensity?

Enter the supplier-reported total embedded-emissions intensity in tCO2e per tonne, prepared on a basis comparable with the selected official value. CBAM Pulse does not verify, convert, or decide whether a supplier value is sufficient.

What does unavailable mean?

Unavailable means the pinned worksheet does not contain a numeric official default for that exact source row and period. It is not zero, and this tool does not substitute another row or value.

Does this comparison calculate my CBAM obligation or final certificate cost?

No. It compares two intensities and can show an optional indicative cost view using annual tonnes and the displayed certificate price. It does not determine applicability, certificate obligations, adjustments, deductions, filing figures, or final liability.

Does CBAM Pulse store my inputs or results?

No. The comparison runs in your browser and entered values and calculated results are not stored. If you accept optional analytics cookies, only coarse tool-use events are recorded, never the values you enter or calculate.

Inputs and calculated results are not stored. If you accept optional analytics cookies, CBAM Pulse records coarse tool-use events but never entered values or calculated figures. The calculation runs in your browser from the versioned, checksum-pinned snapshot for the selected country worksheet.
