What changed

  • HM Treasury and HMRC published the consultation on 28 October 2026. It seeks views on the feasibility and impacts of extending the separate UK CBAM to refinery products.
  • The foreword states an intention to deliver the extension, subject to consultation. The products discussed include petrol, diesel and jet fuel; this briefing does not adopt the consultation's indicative commodity-code lists as current coverage.
  • Paragraph 4.86 says the government intends to include a subset of refinery products as soon as feasible, subject to consideration of consultation responses, and will set out a timeline in due course. It does not give the extension a commencement date.
  • Paragraph 6.1 and the official landing page set the response deadline at 23:59 on 20 January 2027. Open the official consultation for the questions and response methods; CBAM Pulse does not submit responses.
  • A published consultation is not an adopted change to the UK's initial CBAM sector coverage. It does not change EU CBAM goods scope, obligations or CBAM Pulse calculator assumptions.

Who may be affected

UK refinery-product importers and their agents, refining businesses, overseas producers, trade bodies and advisers considering the consultation. This is not a determination that a particular product or business is currently within UK or EU CBAM scope.
